Act 32 – Information for Residents
Murrysville Residents
If you're unsure if you're a Murrysville resident, please call the Murrysville tax office at 724-327-2576 or your mortgage company.
Beginning on January 1, 2012, Act 32 takes effect requiring all Pennsylvania employers to withhold local earned income taxes from employees. This is the 1% paid by all wage earners. Half of these taxes are remitted to the Municipality of Murrysville and the other half goes to the Franklin Regional School District. We are asking your assistance to ensure that the local earned income taxes deducted from your paychecks are remitted to the Municipality of Murrysville and the Franklin Regional School District.
Your employer is responsible for providing you with the "Local Earned Income Tax Residency Certification Form." You will need to complete Section Number 1 and enter the correct PSD (Pennsylvania School District) Code. The Municipality of Murrysville's Code is 650403 (use this code if you have an address or Zip Code that is not Murrysville, 15668, but you are a resident of the Municipality of Murrysville). Complete the "Certification" section of the form.
For further information, please view Act 32 (PDF) for the letter mailed to residents, the Residency Certification Form, and the PSD Codes.
For Businesses and the Self-Employed
Beginning on January 1, 2012, all Pennsylvania employers (excluding those in Philadelphia) must withhold the local earned income tax as part of their payroll obligations.
The new law streamlined Pennsylvania's system for collecting local earned income tax down to 69 new countywide tax collection districts, each with one consolidated tax collector.
An Employer Registration form and a listing of Tax Collection Districts are available on the Act 32 Employer Brochure (PDF). To assist employers, an educational video for Human Resources and Payroll Departments is available on YouTube.
